Yeah. Because public advertised contests - online and IRL - are obligatory passed through a government-owned commission, known as "Régie des alcools, des courses et des jeux" (Alcohol, races and games "commission"). If it hasn't gone by this commission, it's technically illegal in Quebec territory; processes to make it legal are long and costly. Therefore, a lot of companies like ANet don't want to pay the fees or don't see as "worth it", thus why Quebec residents can't apply.
And it sucks. /groan.

I feel I have played through all the Guild Wars content.
Guild Wars requires too much grinding.

That's because shipping to Australia takes 3 days, 5 nights, 3 lightyears, 1 lunchbreak and 1 apocalypse, since it's so far from everyone!
Did you see the question what do you like to do in GW or something like that? It has grief other players as an option lolol. Took me 2 tries btw.
And the reason they don't want to spend the money to do this in Quebec is because Xander is there and well that's reason enough.
